A significant place in the work is devoted to the study of the history of public service and public administration in the region, the reconstruction of the corps of civil servants, including local government officials; state revenues received by the treasury. For the first time, a comprehensive study of the issues of population development and the evolution of the settlements
of the territory, state policy in the field of prospecting for mineral deposits and other important aspects of the history of the Arctic zone of the European Northeast of Russia at the specified time was conducted.
