Regulations on Publication Ethics and Review Procedure

General principles of publication

The Journal "Vestnik of Geosciences" (further Journal), published by the Institute of Geology of Federal Research Center Komi Science Centre UB RAS, is governed by the provisions of Chapter 70 "Copyright" of the Civil Code and the present "Regulations on Publication Ethics of Journal" developed on the recommendations and standards of the Committee on Publication Ethics (COPE) http://publicationethics.org/resources/flowcharts, involving the experience of leading scientific journals and provisions adopted at the 2nd World Conference on Research Integrity ( Singapore, 22-24 July 2010)

All participants for publication in Journal: authors, reviewers, members of the editorial board, editorial staff - must follow the standards of publication ethics outlined below.

Duties and responsibilities of Editorial Board

Editorial Board is responsible for all materials published in Journal, guided by the "Charter of Journal" and "Review procedure", "Instructions for Authors" and the present "Regulations". At the same time, they must:

- ensure consideration of all the materials for publication, compliance with editorial independence and integrity in making objective decisions, regardless of individual authors (including race, gender, sexual orientation, ethnic origin, nationality, religious and political beliefs, employment status), based on the quality of materials (relevance, scientific relevance, reliability of research) and relevancy to subject areas;

- decide on acceptance or rejection of the article for publication on the basis of all the comments from independent reviewers in general. The final decision and reasons for its issuance shall be reported to authors;

- ensure compliance with academic standards and internationally recognized ethical standards for scientific publications. It must work closely with authors and reviewers to ensure a high quality of the published material;

- implement policies to systematically improve the procedures for reviewing, editing, peer review, which guarantees the accuracy, completeness, clarity, fairness and timeliness of the peer review;

- avoid conflicts of interest in relation to the articles that are to be approved or rejected. Unpublished data from submitted manuscripts should not be used for personal purposes and transferred to third parties without the prior written consent of an author;

- prevent the publication of information if there is a sufficient reason to believe that it is plagiarism;

- be prepared to publish corrections if necessary, refutations and apologies. If readers, authors or editors point out the errors in the published articles, then the information about the error (misprint) must be published in the next issue of Journal;

- be open to criticism from authors and to appeals from authors about decisions to reject their articles; such requests must be carefully considered, and the rejection should be justified. Editorial Board, as a rule, does not revise its decisions to refuse to publish, except cases of serious violations of the procedure.

Requirements on article formatting should be updated as necessary and be available on the website of the Institute of Geology FRC Komi SC UB RAS in the section "Vestnik".

Relationships with the authors, terms of publication and copyright

The author (group of authors) sends to Editorial Board the article for publication in strict accordance with the Requirements on article formatting (including illustrations).

The authors, suggesting their papers for publication in Journal, are expected to follow the following principles.

The originality of the research. Editorial Board accepts only original research papers not published previously. The author, a representative of the entire group of authors, guarantees in written form that the article has never been published and is not under consideration in other journals. If previously published elements of manuscript have been used, the authors must refer to the previous work and indicate the difference between the new article from the previous one.

Reliability of the results of article, lack of false allegations, inerrancy of data, objective discussion of the significance of the research, accuracy of the references cited in the work – authors are responsible for all the above stated. In the submitted manuscript the authors must indicate the institution and research programs. Authors apply their photos, personal information (place of work, position, phone number, e-mail) with authorization for publication in Journal.

Inadmissibility of personal, critical or derogatory remarks and accusations against other researchers. Articles of political nature that contain discriminatory and incorrect assessments of other scientific papers and other professionals are not accepted for publication.

Complete exclusion of plagiarism, recognizing the contribution of others, the obligatory presence of references to all external sources of information and publications relevant for this article (including own previously published articles and research materials).

Lack of privacy. The submitted article must be accompanied by the official letter (examination certificate) from the organization or company, where the first (main) author is working. This letter must confirm that the materials of this article may be published in press.

The authorship of the article. The authors should include all persons who have made a significant intellectual contribution to its concept, structure, as well as conduct or interpretation of the results of the presented work. The article must be accompanied by written consent to publication (paper and/or electronic form) from all authors, and (if necessary) from the respective companies, universities and enterprises, with the participation and/or equipment of which this work was carried out. This written consent from the authors is an automatic confirmation of the author or authors’ copyright on the published material, including the text of the article and pictures, graphics, photos and tables.

Cooperation to improve the article. The authors undertake to cooperate with the editors to improve, reduce or supplement the article in accordance with comments of the reviewers' and editorial board members, as well as to correct these inaccuracies. The author’s inability or unwillingness to consider the comments and recommendations is the ground for rejection of the article from further consideration.

Relationship with reviewers

The task of the reviewer: to express expert evaluation, which should help the author improve the text of the article and help the editorial board and editors to decide on the publication. The reviewer should refuse to consider the manuscript and notify the editorial board:

• if the reviewer does not consider himself a qualified specialist to consider the proposed article;

• if the reviewer obviously knows that he will not have time to prepare a review within the specified period;

• if there is a conflict of interests from competition, cooperation or other relationships with any authors or institutions associated with the article.

Since the review is an important element in ensuring the exchange of scientific information, the following requirements are set for the reviewers:

- privacy – not to disclose information about the submitted manuscript to anyone other than the editors and Editorial Board of Journal;

- objectivity – to evaluate the manuscript comprehensively, avoiding personal criticism of the author and expressing the point of view clear and reasonable;

- impartiality – to assess the intellectual content of the manuscript, regardless of race, gender, sexual orientation, religion, ethnic origin, nationality and political views of the author;

- copyright – to point out the lack of references in the peer-reviewed article and pay attention to any substantial similarity or identity of the manuscript under consideration and any other known publications.

The Editorial Board, in turn, guarantees the reviewers

- Confidentiality of personal data of the reviewer in case of negative review, with positive feedback - only at the request of the reviewer;

- Timely provision of all materials and documents related to the review of the manuscripts. "Criteria for the reviewer", "Memo to the reviewer" should be available to reviewers and, if necessary, periodically updated.

Struggle against dishonesty, duplication and plagiarism

Editorial Board should find, if possible, unscrupulous and duplicate (repeated) publications, primarily in the prepress stage.

In case that the article contains elements of scientific papers by other authors (plagiarism) or facts of publication of the same article in different journals by the authors, Editorial Board shall notify the authors about this fact and reserves the right not to allow further consideration of their articles.

If plagiarism or the duplication of publication is found during the review or editing, the editorial board will address the author for clarification. In case of unsatisfactory response, the article must be returned to the authors for proper processing or rejected in case of serious suspicion of improper behavior of the author.

If plagiarism or the duplication of publication, as well as false information are discovered after the release of Journal, the editors reserve the right to publish a clarification for the readers in the next issue of Journal, as well as to mark the page with the article in a special way in electronic form and website of the Institute of Geology of FRC Komi SC UB RAS in the section "Vestnik" or exclude this article from the electronic version (with the notice of readers).

Settlement of complaints and disputes

Personal contacts are the primary and most preferred method of communication (including disputes) between Editorial Board and authors in the process of reviewing and preparing articles for publication.

Editorial Board should follow the recommendations of the International Committee of Publication Ethics (COPE) - http://publicationethics.org/resources/flowcharts.

The authors, submitting a complaint to Editorial Board, must be sure that these complaints will be dealt with in a reasonable time. Editorial Board and editors should respond to all written requests from the readers, reviewers, and other concerned people.

GENERAL PROVISIONS
This provision regulates the procedure for reviewing manuscripts of materials and the requirements for reviews submitted to the editorial board of the scientific and information journal Vestnik of Geosciences (hereinafter referred to as Journal), published on the basis of the Federal Research Center "Komi Scientific Center of the Ural Branch of the Russian Academy of Sciences".
Materials (articles, short communications, reviews and other forms of publications) are subject to review, at the same time, at the discretion of the Editor-in-chief, certain materials can be published without review (unique documents, articles by academicians, etc.).
For any general questions and comments, we recommend contacting us by e-mail: vestnik@geo.komisc.ru or online (www.geo.komisc.ru). Questions about a particular manuscript should be directed to the member of the editorial board who oversees that manuscript.

Criteria for publication
The purpose of peer review is to ensure the high quality of articles published in the Journal and the required level of their scientific content. The material should be of interest to scientists conducting research in the field of earth sciences and related fields, as well as contribute to the development of the scientific direction of research.

Review Process
For reviewing manuscripts, leading scientists in the relevant fields of scientific knowledge (both in Russia and foreign countries) are involved: members of the editorial board of the journal, as well as other qualified specialists specializing in the subject of the presented article. The reviewer cannot be the author or co-author of the reviewed work, as well as the author's supervisor. The reviewer is responsible for recommending the article for publication. The reviewer has the right to refuse reviewing and notify the editorial board of the journal about it.

All materials of manuscripts submitted for publication in the Journal must be open in nature. The presence of a restrictive stamp serves as the basis for rejecting the material for open publication.
An article is accepted for consideration only on the condition that it complies with the Rules for Formatting Articles and has all the necessary
accompanying documents.
To publish an article in the Journal, the authors go through online registration (materials are allowed to be submitted via e-mail vestnik@geo.komisc.ru or by regular mail on electronic and paper media).
Interaction with the editors takes place online. There is no fee for reviewing articles. The article is assigned an individual registration number. In case of a positive decision to publish a scientific article, DOI is assigned.

Review organization
An article that meets the requirements of Journal is submitted for the first review to the Editor-in-chief (Deputy Editor-in-chief), who checks the scientific context of the manuscript and gives an order to submit the manuscript for review.
A member of the editorial board in charge of the scientific direction of the manuscript materials determines 2 independent reviewers, and a decision is made to file a request for review. The editors send a letter to the reviewer with a request for review, and if the answer is positive, the materials of the article, "Reminder to the reviewer", "Criteria for reviewers" are sent. The terms of review are determined in each individual case (but not more than 3 months) and are agreed with the reviewer.
Reviewers are notified that the article sent to them is the private property of the author(s) and contains information that is not subject to disclosure. Reviewers are not allowed to make copies of articles and transfer them to third parties. The review is anonymous.
In case of disputable situations, the decision on publications is made by the Editor-in-chief in agreement with the members of the Editorial Board.
If two negative reviews are received for the manuscript, then the editors have the right to reject the submitted article and not publish it. A reasoned refusal and the text of 2 negative reviews are sent to the author by e-mail or by regular mail with confidentiality (without announcing the reviewers).
In case of disagreement with the opinion of the reviewer, the author of the article has the right to apply in writing to the editors of the journal with a reasoned request to send his manuscript for review to another reviewer. In this case, the Editorial Board of Journal sends the manuscript for additional review or provides the author with a reasoned refusal. Also, the author can withdraw the article. The editors of Journal inform about the stages of the passage of the article by e-mail of the author in online mode. The editorial board also reserves the right to shorten or correct submitted articles in agreement with the author.
The editors do not provide information regarding the article (including information about its receipt, content, editing process, etc.) to anyone except the authors themselves.
An article approved for publication is sent for editing and layout. The final editing of the article and the layout are agreed with the author who submitted the article.
The original reviews are kept in the editorial office of Journal for five years from the date of publication. When a request is received by the Editorial Board of the Journal, copies of reviews are provided (to the Ministry of Education and Science of the Russian Federation, expert councils of the Higher Attestation Commission of the Russian Federation, etc.).
Requirements for the content of the review
The review should contain a qualified analysis of the material of the article, an objective reasoned assessment of it, and reasonable recommendations.
The review is compiled according to the standard form proposed by the editors ("Reminder to the reviewer") or in free form, with obligatory coverage of the following provisions:
- compliance of the content of the article with the topic stated in the title, the purpose and objectives of the study;
- compliance of the article with modern achievements of science;
- the availability of the material of the article to the readers for whom it is intended, in terms of language, style, layout of the material, visibility of tables, diagrams, figures and formulas;
- the expediency of publishing the article, taking into account the literature already available on this issue;
– the quality of the article design: style, terminology, wording;
- a specific statement of the positive aspects, as well as the shortcomings of the article, recommendations to the author for making corrections and additions.

The final part of the review should contain conclusions about the article as a whole and a clear recommendation whether the article can be published in the Journal, sent for revision or not recommended for publication.
Original articles, when published in Journal, may be accompanied by comments from reviewers, members of the Editorial Board, or authoritative experts in the field, in agreement with the author.

The procedure for making changes and additions
Changes and additions to this provision are accepted at a meeting of the editorial board and approved by the Editor-in-chief.

8.6 The main and independent headings in columns are written with a capital letter, subordinates — with lower case.
8.7 Repeated text in the tables are replaced with the combination of symbols: –//– .

9. Artwork: images, graphs, diagrams
9.1. Figures in the text are referred to as "Fig." with the number (Fig. 1).
9.2. Graphics should be prepared in EPS, PSD, TIF or JPG formats and presented as separate files. The vector format CDR (Corel Draw to 14 version) is allowed. File extensions must match their type.
9.3. Each figure and diagram must be accompanied by a caption.
9.4. Pay attention to the resolution of the image! For example, color and grayscale images should have a resolution 300 dpi, dashed patterns - 600 dpi.
9.5. Excel charts, drawings inserted in Word documents, as well as scanned from other editions, with unreadable or poorly visible inscriptions and lines are not accepted.
9.6. Graphic files should be named in such a way that it was clear to which article they belong and in what order should be located.
9.7. It is preferable to fit a figure or a table into one column (width 85 mm). All elements and symbols in the figure should be distinguishable when printing (unnecessary to remove, make it readable and close in size). In extreme cases, drawings and tables are allowed for two columns wide. In the total volume of the article, the graph should not be more than 1/3. All the symbols in the figures must be decoded in the signatures or in the text of the article.
9.8. In such figures as maps, sections and microphotographs, a scale should be indicated graphically (as a ruler). It is necessary to avoid technical information that is not of interest to the readers or already given in the text.

      The Editorial Board reserves the right to reject articles formatted with violation of the rules (notifying the contact person about this decision).

- ensure consideration of all the materials for publication, compliance with editorial independence and integrity in making objective decisions, regardless of individual authors (including race, gender, sexual orientation, ethnic origin, nationality, religious and political beliefs, employment status), based on the quality of materials (relevance, scientific relevance, reliability of research) and relevancy to subject areas;

- decide on acceptance or rejection of the article for publication on the basis of all the comments from independent reviewers in general. The final decision and reasons for its issuance shall be reported to authors;

- ensure compliance with academic standards and internationally recognized ethical standards for scientific publications. It must work closely with authors and reviewers to ensure a high quality of the published material;

- implement policies to systematically improve the procedures for reviewing, editing, peer review, which guarantees the accuracy, completeness, clarity, fairness and timeliness of the peer review;

- avoid conflicts of interest in relation to the articles that are to be approved or rejected. Unpublished data from submitted manuscripts should not be used for personal purposes and transferred to third parties without the prior written consent of an author;

- prevent the publication of information if there is a sufficient reason to believe that it is plagiarism;

- be prepared to publish corrections if necessary, refutations and apologies. If readers, authors or editors point out the errors in the published articles, then the information about the error (misprint) must be published in the next issue of Journal;

• if the reviewer does not consider himself a qualified specialist to consider the proposed article;

• if the reviewer obviously knows that he will not have time to prepare a review within the specified period;

• if there is a conflict of interests from competition, cooperation or other relationships with any authors or institutions associated with the article.

Since the review is an important element in ensuring the exchange of scientific information, the following requirements are set for the reviewers:

- privacy – not to disclose information about the submitted manuscript to anyone other than the editors and Editorial Board of Journal;

- objectivity – to evaluate the manuscript comprehensively, avoiding personal criticism of the author and expressing the point of view clear and reasonable;

- impartiality – to assess the intellectual content of the manuscript, regardless of race, gender, sexual orientation, religion, ethnic origin, nationality and political views of the author;

- copyright – to point out the lack of references in the peer-reviewed article and pay attention to any substantial similarity or identity of the manuscript under consideration and any other known publications.

The Editorial Board, in turn, guarantees the reviewers

- Confidentiality of personal data of the reviewer in case of negative review, with positive feedback - only at the request of the reviewer;

- compliance of the content of the article with the topic stated in the title, the purpose and objectives of the study;
- compliance of the article with modern achievements of science;
- the availability of the material of the article to the readers for whom it is intended, in terms of language, style, layout of the material, visibility of tables, diagrams, figures and formulas;
- the expediency of publishing the article, taking into account the literature already available on this issue;
– the quality of the article design: style, terminology, wording;
